The DLC so far have been good because they added things that weren't there already in the form of gameplay improvements. These DLCs basically won't work because there are going to be very few communities that are going to require DLC over requiring a free mod. The problem with making DLC from modders is that those mods are already a thing, so you're asking people to pay for something that's already there, or you're asking them to pay for a better version of something that's free. So basically, I can't envision something like Enhanced Movement making the cut for the reasons above even if lots of additional content was thrown in. Furthermore, they've stated that DLCs sold through this pitch will not be integrated into the main game for non-DLC owners (unlike the official DLCs), which means that not everyone would have access to the free engine upgrades from a Enhanced Movement-like DLC.
